Board of Selectmen Appoint Bylaw Review Committee

The Bylaw Review Committee, comprised of mostly lawyers, will likely begin meeting in September.

With the Town of Medfield involved in discussions about what will be come of the former site off Route 27, the Board of Selectmen appointed a group of individuals to review the bylaws in hopes of updating and better organizing them.

This group, comprised mainly of lawyers, was formed with the state hospital site project in mind as well the 10 year review of the Town Charter.

According to Town Administrator Michael Sullivan, the board will probably start meeting in September, after summer vacations end and planning becomes easier.

By starting in September, the committee will have changes ready to present and be voted on at the spring Town Meeting, if necessary.

“Some can be voted on at town meeting, others need to go on the ballot, the easiest way is to petition the state,” Sullivan said.

He also said he does not expect there to be many changes to the charter, but some of the bylaws have become outdated.

“You've got a lot of things in there [the bylaws] that are no longer necessary, like throwing garbage in the street, and one about throwing coal in the street,” Sullivan said. “It's just something you have to do every so often.”

The committee will also look into whether zoning bylaws and personal bylaws should be included in one comprehensive document with the regular town bylaws.

“One of the things I'm hoping is that we can put them in a way that's organized,” Sullivan said.

The committee will be composed of Elissa G. Franco, Cynthia Greene, Russell Hallisey, Stephen Nolan, Robert Sylvia, David Wang, and Scott McDermott, who is expected to chair the committee.
