The town of Concord is now the first town in the nation to ban the sale of bottled water in anything less than a one-liter container. Last week, Attorney General Martha Coakley ruled that the decision made by Concord's April town meeting was legal. The first offense for selling bottled water in Concord will result in a warning, the second offense is a $25 fine, and each offense thereafter yields a $50 fine.   Medfield children's book author and illustrator David Biedrzycki will publish his eighth book next year. The book is tentatively titled "Me and My Dragon: Scared of Halloween" and is a follow-up to the very popular "Me and My Dragon" -- about a boy raising a dragon as if it were a puppy -- which was released last year.   Presidential candidate Mitt Romney has come under fire recently for not turning over his tax returns for the last 10 years.   According to the Huffington Post, Romney said yesterday that he has not paid less than 13 percent in taxes over the last decade.   According to The Week, "The Phone Stack" rules go a little something like this:  When out to dinner with friends, and after everyone orders, everyone stacks their phones in the center of the table, face down. Even as the phones buzz and ring throughout the meal, no one is allowed to grab his device. Former Massachusetts Governor Mitt Romney, the presumptive Republican Party nominee for president in 2012, has chosen Wisconsin Representative Paul Ryan as his vice presidential running mate.  Romney made the announcement on Saturday when the two made their first appearance on the USS Wisconsin, a retired World War II battleship, in Norfolk, Virginia.
